A white vinyl fence in Pensacola is close to a perfect surface for mildew. Humidity stays high most of the year, the panels hold overnight condensation, and the north-facing side of a run rarely gets enough direct sun to dry out before the next dew. Add a lawn irrigation head that clips the bottom rail twice a week and you have a strip that is essentially never dry.

The result is predictable: the shaded face greens up while the sunny face stays bright, so most fences here look filthy from one side of the yard and fine from the other. That asymmetry is the tell that you are looking at biological growth rather than road film or general grime, and it matters because the two come off completely differently.

Mildew, algae and gray weathering are three different problems

People call all of it mildew, but the fix is not the same for each.

Green film is algae. It sits on the surface, it is the easiest of the three to remove, and it comes back fastest because the conditions that grew it have not changed.

Black or dark speckling is mildew proper, and it has a slight root into the surface texture. It needs real dwell time to die - rushing the rinse is the single most common reason a fence looks streaky afterward.

A flat gray or chalky cast that does not wash off is not growth at all. That is oxidation, the vinyl's own surface breaking down under years of UV. No cleaner removes it, because there is nothing sitting on top to remove. Scrubbing harder just polishes the chalk unevenly and makes the fence look blotchy. If a panel wipes chalky-white onto a dark rag after it is clean and dry, it is oxidized, and cleaning has done everything it can do.

Why a pressure washer is the wrong tool here

Vinyl fence panels are thin and hollow. They are not siding over sheathing with something solid behind them - there is air behind that face, and the rails are assembled seams rather than sealed joints.

Two specific failures show up on fences that have been pressure washed. The first is finish damage: a narrow tip held close enough to strip mildew mechanically will also abrade the surface, and abraded vinyl re-soils faster than it did before because the texture now holds moisture. The second is water intrusion - pressure aimed up under a rail or straight into a seam pushes water inside the panel, where it sits, and on a fence that already has some UV embrittlement that same pressure is what turns a hairline stress mark into a crack.

The vinyl fence does not need force. It needs the right chemistry and the patience to let it work.

What actually removes mildew from vinyl

Sodium hypochlorite - ordinary household bleach - diluted with water, with a small amount of surfactant so the mix clings instead of sheeting straight off a vertical panel. That is the whole formula, and it is what soft washing means: the cleaner does the work, the water only carries and rinses it.

The surfactant is the part homeowners usually skip, and it is why a bucket-and-sponge attempt often disappoints. Bleach on a vertical surface runs off in about fifteen seconds, which is nowhere near long enough to kill anything. Something that thickens the mix and keeps it in place for several minutes is doing most of the useful work.

Start weaker than you think you need. A mild mix with adequate dwell time consistently outperforms a strong mix that gets rinsed early, and it is far kinder to whatever is planted along the fence line.

Step by step

Wet everything first. Soak the fence and, more importantly, soak every plant, bed and patch of lawn within a few feet of it. Wet foliage dilutes anything that drifts onto it. This is the step that separates a clean fence from a clean fence with a dead hedge behind it.

Work bottom to top on the way up. Applying from the bottom upward prevents the clean-streak problem, where cleaner running down over dry dirty vinyl leaves permanent-looking tracks.

Let it dwell, and do not let it dry. Give it roughly ten minutes. On a hot, breezy day in July that is optimistic, so mist the panel lightly to keep it wet rather than letting the mix bake on. Dried cleaner is what leaves residue.

Agitate only where you need to. A soft bristle brush on the dark speckling and the bottom rail. Not a wire brush, not a scouring pad, and not a stiff deck brush.

Rinse thoroughly, top down. More rinse than feels necessary, and rinse the plants again while you are there. Leftover cleaner on vinyl is what causes spotting a week later.

Rust streaks and sprinkler stains are a separate job

Orange staining along the bottom of a fence usually is not mildew and will not respond to bleach at all. Around Pensacola it is generally one of two things: iron in well or reclaimed irrigation water, which deposits every time the sprinklers run, or rust bleeding from a fastener or a nearby metal post.

Iron staining needs an oxalic or similar rust-specific product, not chlorine - and bleach can actually set some rust staining, which is why order of operations matters. Do the mildew first, rinse completely, then treat any remaining orange separately.

A yearly rinse-down of the shaded side between cleanings genuinely stretches the interval. Knocking growth back before it establishes is much less work than removing it once it has.

When it is worth having someone else do it

Long runs are the honest answer. A few panels by a gate is a Saturday morning with a pump sprayer. Two hundred feet of privacy fence, both sides, with dwell time managed so no section dries before it is rinsed, is a different job - and the section that dried out is the one you will be looking at for the next year.

The other case is a fence with mature planting tight against it, where the risk is not the vinyl but everything growing beside it. If you would rather not gamble a hedge on getting the pre-wet and rinse right, that is a reasonable reason to hand it off.
